Moody shows the effect of roughness for laminar and turbulent flows (left hand side laminar, right hand side turbulent flows). It was just showing there is more effect due to roughness than people consider and if the pipe is still rough after porting you are not maximising the process.
Also, I was just pointing out very broad topics with quick answers. There are many, many, many things to consider.
