Yup I agree. Actually we did get a letter from our council a few weeks back. One of out front garden beds has pea gravel in it and some of occasionally spills into the road. Our neighbours phoned the council and we were told to remove the gravel because it can't be within how ever many feet of the road. So I know all about whiney neighbours.
