But, you have about 90% of that peak torque by 4000, and it holds that, and increases another 10% to about 5000.

Pretty good if you ask me.

As for boost, its pretty normal to have about 500-1000rpm gap between when the peak boost is registered and when the torque is felt on a minimal load power run.
