You can make a Forry with a Top mount flutter, but it won't sound anywhere near as typical (in terms of pattern, depth, and sound - or as longer lasting) as your 'typical flutter' in a car with a stainless steel/cold air intake w/ a FMIC kit. If there's a larger volume of air ricirculating and conflicting with your compressor fins - it's going to be far more characteristic.
I haven't used a SSQV so I don't know if there's an adjustment for the spring; but if I were you - lose the
BOV altogether and flutter is inevitable.
