My APS dump pipe kit has a HEAT SHIELD surrounding it, it turns out the heat shield was slightly grinding on the steering column at certain rpms. Thus making the steering wheel shutters.

I took the heat shield off, grind it down abit so it doesnt touch the steering column. Put it back on and its all good.
