No, rear toe is adjustable on standard suspension,

I'd say MR2 is right, rear toe is way out.
I wouldn't be surprised if they couldn't undo one of the rear toe lock nuts, so couldn't be arsed, then tried to BS to you to cover themselves.
The rear toe bolts wear on the cams and also and won't allow full adjustment.
Either way, they have not been honest for some reason.
