No it doesn't.
Building out is always going to be cheaper than building upwards.
There could also be complaints from councils and nearby residents associated with building multiple story car parks.
I know of one parking complex in the city where the top level has been closed off due to antisocial behavior and constant damage and break ins/thefts.

Unfortunately this is the case, but would most likely be mitigated with a sign out the front saying that by parking in the complex you do so at your own risk.
