IMO that isn't the basis for a complaint. Cops can issue a yellow if they think that your car should be checked out by the pits. Doesn't matter if they're right or wrong... if they're in doubt, they'll still issue it anyway just in case.

However, if you do want to take it further, on the paperwork it should have the officer's name who issued you with the canary, as well as the section that he is from.

This happened to me a while ago, on melbourne cup day. Basically I used to live in East Perth near the headquarters.... long story short, I was followed from East Perth all the way to Bayswater/Bassendean and pulled over. They searched my car and my belongings illegally, searched myself as well as my 9yr old brother (at the time), then continued to nit pick at shit on my car. I provided permits and everything trying to do the right thing.... in the end, I was yellow stickered for a headunit.

I cracked the shits in a big way, took the car over the pits, got it passed, then made a written complaint to his super intended of the section in which he was from. In the end I was reimbursed the $65 or whatever it was for the pit inspection, and received a formal apology from the super intendant, as well as the officer in question.

Since then, every time I get pulled over, after they've done their "check"....they're always very nice to me.
