Webber has also been a lot harder on his tyres this year than VET, hence why they had to pit him earlier (also as lead car he gets to choose when to pit first).
Having VET and WEB behind GRO was the best thing for RBR, as they could put one driver on each strategy (2 stop vs 3 stop) and force Lotus to try and choose which one to match. And it worked a treat for RBR as they managed to get both cars into 1-2.
