Default Help sticking stuff on....

I was washing my rex last night and I accidentally knocked off the little black plastic bit above the side skirt on the rear passenger door.
What sort of stuff will I need to stick it back on?

The car had been damaged before I brought it and it appears that the repair job was not to crash hot. You may notice the little black tech screw holding on the skirt.

Is the black/brown stuff on the back of the black plastic thing bog or something? Its on the car body too.
I was thinking i'll scrape it all off and start again.
Can any one please recommend a good adhesive for plastic to metal?

Thanks heaps,
Will

It looks like it's come off in the past, and been put back on with crappy double sided tape.
As Dave said, use 3M tape.

Sweet as! Sikaflex it is.
I'll clean all the other crap off. Dust, not rust FTW
Cheers for the feed back guys. I might grab some blue paint to help hide the existing tech screw as well. It kinda makes the skirt bow. I might take it out and investigate first....
