definately the ABS,
abs only controls brake pressure by pushing the pedal back against your foot. the wheel speed sensors think the car is totally crossed up (as wheel speeds dont match) and it assumes the brakes are being used. read the manual & mechanisim/function manual on subaru ABS.

Yep handbrake is cable. It operates completely seperately to the rest of the system. It is a drum inside the rear rotor.
