Default normal boost???

just installed cheap and nasty boost gauge (calibre).
took 1999 wrx for test drive the highest boost reading was about 10-11psi, is that normal.
the gauge did make a funny noise under boost i'm guessing that's normal.??

car pretty much stock standard. 3 inch exhaust.

stock boost is around 14psi. if it is a mechanical boost guage, it could be leaking air out somewhere
