Work backwards in terms of cost
Bleed them Flush with fresh fluid Pads Rotors Bigger setup. For a street driven WRX, youll never get to the last step.

What about the lines? Do they need upgrading or are the stock ones fine?

Add them after rotors.
You shouldnt be generating enough pressure to benefit on the street, but they are cheaper than good pads/rotors

I'd suggest apart from some resident expert drivers most wouldn't be able to tell SS lines from standard.
Personally I think there's more to be gained from a brake booster support bracket in terms of feel and braking than SS lines.
