might sound childish, but same thing happen to me a while back, i saw the guy taking photos of my plate behind me. so i just let him drive past, sat behind him again, and took a few photos, making sure i made eye contact with him so he knew. he quickly turned off into a street after that. as long as u havent done anything wrong, it stands for nothing mate.
