What your budget?
Going for the starting camera idea for me anyways was a stupid idea as I got used to mine in no time and found it limiting to what I was doing at the time. I upgraded to the top end crop body which I still have and use. Nikon D7100 best crop body on the market atm and you can get them off the grey market(ebay) for around 1k delivered. Ddd some medium level lens like the 70-300 for zoom and 17-55 for everyday and youre good to go or some prime like 35 or 50 PS. Nikon Fanboy

Budget is around the $1000 mark but could go higher if required.

Camera bodies will always get better with model changes. A decent lens will last a lifetime.

I wouldn't exactly advise him to get the worst body as I think the sensor plays a bigger role than the lens. just my 2c.

I have a fuji x-e1 and really like it. I used to have a canon eos450d and i can honestly say it was the worst camera i have ever owned.
Far too hard to use, never really took a good photo unless it was of a stationary object and one without a lot of colour, and my biggest gripe is that it never took good night time long exposure photos. Previously i had a old fuji digital camera which took excellent photos, so i thought i would get another and it is fantastic. Only problem is the battery life. The canon had really good battery life, to the point if you didnt use the camera for a month it would still take 200 photos. Was proberly the best part of the camera! The fuji on the other hand takes stunning photos nearly all the time, although the built in flashes on both are useless, i wouldnt hesitate to recommend this camera! My 2c
